The Serve Guam Commission received three grant awards totaling more than $1.9 million. The funds will be used to enhance the six approved AmeriCorps service programs for Fiscal Year 2007-2008. The programs include Sanctuary, the Department of Youth Affairs, the Department of Agriculture, the Micronesian Business Association, the University of Guam, and Inafa’maolek.

There’s been no movement as of yet from Adelup on Governor Felix Camacho’s decision on how to proceed with the budget. The island’s chief executive has until midnight Sunday to sign the fiscal plan for the public sector, lest the island face a government-wide shutdown.

With just one day remaining before the fiscal year ends, Governor Felix Camacho has signed the 29th Legislature’s budget plan into law. In so doing he avoids a shutdown of critical government services, but a press release from Adelup states Camacho signed Bill 174 into law as Public Law 29-19 with strong reservations and concerns.

The Navy, effective today, is doubling the amount it charges the Guam Waterworks Authority for water up from $2.09 per thousand gallons to $4.05 per thousand gallons. The Consolidated Commission on Utilities says they are prepared to make adjustments, but the increase has yet to be justified.

While Governor Felix Camacho eventually signed the 2008 budget bill into law, he did so with some reservations. In fact, in a press release from Adelup Governor Camacho said he signed the bill into law to avoid a government shutdown, but the bill contained shortfalls in several areas. Acting Bureau of Budget Management & Research director Bertha Duenas explained, saying, “I project a $10 million shortfall just on the executive line agency side relative to it’s allocation as presented in it’s budget act, and over $7 million of that is going to impact on health and safety. In fact, the budget is deficient by over $50 million.

The Guam Legislature next Tuesday will get an update from the Guam Office of Homeland Security on its preparations for the upcoming TOPOFF 4 exercise. However, chairman of the Legislative Committee on Homeland Security Senator Frank Blas, Jr. (R) is concerned about just how far along those preparations are.

The Child Support Guidelines Review Commission is just about nearing completion of revised guiding principles to submit for lawmakers approval. Deputy attorney general Bobby Cepeda says over the last few months the Commission has made revisions to the old child support guidelines and made new definitions of income for self-employed individuals and joint custody.

While the Camacho Administration prepares its response to the Attorney General’s Office’s investigation into the use of bond money authorized by law to pay past due cost of living allowances, public sector retirees are the one’s left wondering if they’ve been forgotten by our elected leaders. “I never dreamed that I would be frustrated at some point of time because my government refuses to give us what we deserve,” said Fred Quinene.

The latest word from the Governor’s Office is that Bill 174 remains under review. The proposed Fiscal Year 2008 budget is much different than what the Camacho Administration had submitted originally.
